I don't think so because Katy Perry is already married to Russel Brand. Scientology is not a requirement either because Jim isn't a Scientologist as far as I know. Jenna happens to be one (partly explains why I called her 'wacky').
Or how about Lisa Snowdon? She is not an actress and not a blonde, but she used to date George Clooney and he looks a little bit like Jim-> tall, dark and handsome. She's also 39 and single.
